The UAE Has the Most Advanced AI Governance Framework in the Region
The UAE Department of Health was the first regulatory body in the region to develop a specific AI governance policy for healthcare. Unlike markets where AI deployment is largely unregulated, the UAE requires every AI system used in clinical or operational healthcare workflows to meet defined governance standards before deployment.
What the DOH Requires
The DOH AI governance requirements cover four non-negotiable areas:
Auditability
Every AI system must produce a complete, timestamped audit trail of decisions and outputs. This trail must be maintained and must be available for DOH review on request. An AI system that cannot explain how it reached a conclusion does not meet this requirement.
Governance Documentation
A governance framework must be documented before deployment. This includes the purpose of the AI system, the data it uses, the model it runs, the clinical validation it has undergone and the monitoring plan for ongoing performance.
Clinical Validation
AI systems used in clinical decision support must be validated against UAE clinical pathways before deployment. This means review by clinical staff in the specific environment where the AI will operate.
Ongoing Monitoring
Models do not remain accurate indefinitely. The DOH requires ongoing monitoring for model drift, accuracy degradation and compliance status, with regular reporting.
Why Most AI Vendors Fail This Test
General-purpose AI platforms - even high-quality ones - are not built with DOH governance requirements in mind. They lack the audit trail infrastructure, the reporting formats and the governance documentation structure that UAE healthcare requires.
Deploying a general AI tool in a UAE clinical environment without this governance layer is a regulatory liability, not a technical achievement.
How SEHANEXIS Builds AI Differently
We build the governance layer into every AI deployment from the start. Audit trails are architectural, not an add-on. Governance documentation is produced as part of the delivery process. Clinical validation is a required stage before any model goes live.
ClaimFix - our claims intelligence AI inside SEHANEXIS Care - is an example of this approach. It produces a complete audit trail of every analysis, is documented to DOH governance standards and was validated against UAE insurer rules before deployment.
